There were a couple halftracks up in Big Bear (San Bernardino mountains, SoCal - elevation 6,500 ft.) that were used during winter, owned by private owners.

Scores of Scorpions and mainly Scimitars have been transferred to Ukraine pretty much since the start of the war. They were as you mention private transfers but with considerable assistance from the government who didn't get in the way.
