A substantial number of the electorate are hunkered down in trenches, on maneuver or observing op-sec in general.Ukraine's constitution doesn't allow elections during times of martial law so Zelensky remains president until such time as they can be held.
In other words, as long as Russia maintains it's unlawful occupation of parts of Ukraine Zelensky remains the legitimate president. And while some rulers may declare an emergency to try and retain power I think everyone here can agree that this is a pretty legitimate state of emergency.
