Ukrainians wouldn't be involved. If they were going to do anything in Nth Korea it would be more related to something that directly impacts on war in Ukraine.
Sometimes, you select not the "best" target but the one available right now and here, knowing that there will be no other chance.
I also doubt Ukraine's involvement but only future historians will be able to verify this version.
For information, Ukraine and DPRK had visa free travel agreement (inherited from the USSR) until 2016. Thousands DPRK citizens studied in Ukraine during the Soviet period. Many of them continued to visit Ukraine for business or espionage. There was at least one case that was made public when North Koreans were caught while copying the design documentation obtained from Dnipromash. Most provably, related to missile technology.
There was also trade, in some categories of foodstuff as flour and edible oils Ukraine was a top supplier until 2016-2017.
While all of that gave DPRK possibilities to infiltrate Ukraine, we can assume that Ukrainian (and probably, Western) intelligence tried to reciprocate.
