I applaud his efforts because the USSR did exactly that—provided the longest-term, lowest(actually, zero) interest financing and promoted patriotism and service to the Party, etc.

Do not interrupt Chemezov.

One of the potential benefits: testing not in Ukrainian waters that are under regular enemy surveillance, but somewhere in Norwegian fjords. The weather should help as well. I assume that overcast conditions are more common there than over the Black Sea coast.

Instead of testing it in a fjord, test it on that Russian corvette that has been escorting shadow tankers in the Baltic and Channel.
