They have been stymied far far more by the willingness of the Ukrainians to defend their own country. Its hard to describe but think of it this way. If you just got engaged to your future wife and you are driving along the road and see her trapped in a burning car you will develop inhuman strength to get the car doors open and to save her life. Other people will just drive on by as they would rather be elsewhere. The Ukrainians are in a burning car. The Russians are the other drivers.
If there is a ceasefire then by definition the Western troops cannot be a legitimate target. If the ceasefire breaks down it could be I suppose, an excuse to consider those forces to be a legitimate target.
