I am divided. On one hand it is a loss of face. On the other side it is a clear message to the world that Ukraine wants peace and/or it is a message to many Ukrainian military personnel that they can have a few days R&R. Given their desperate need to have some down time that benefit of Zelensky's decree has a lot of value to Ukraine.
There is also the fact that Zelensky's permission for Russia to hold the parade will have angered a lot of Russians.

The more I think on this I think it was a message to Washington and Moscow that Ukraine has the ability to control much of what happens inside of Russia these days.
Unfortunately I do not think that either administration will ever admit that this is true.

The Internet is working in Russia. Many restrictions and mobile shutdowns as recently in Moscow during that parade, but people use VPNs. At least until VPN is not banned completely.
