From an actuarial POV, these attacks cannot be cost effective. Nine deaths (equal to the number of everyday automobile fatalities) for likely millions of dollars in ordnance, all while doing nothing to reduce Ukrainian resolve or ability makes no sense.
 
Even at the beach, it's hard for Russians to escape the war
