Not a recent problem. In 2005, I was taking my part to a series of lectures on economic reforms to government representatives of Black Sea countries delegations (Georgia, Ukraine, Azerbaïjan).
When corruption problems were discussed, the Ukrainians were candid and sincere enough to admit their Parliament and administration were rife with corruption, and were envious of the anti-corruption powers of our adminisrations. By the way, corruption enforcement was not part of the agenda, but was mentioned by the Ukrainians.
By jest, I told them '' change the Douma ''.
They replied : '' it won't change anything, the same will be reelected ''.
Hope times have changed since.

This is a stupid damaging move by Fedorov that plays into Russia's hand. He should know better and if he doesn't it reflects a reason why his removal was potentially justified IMHO.

Remote voting outside of the country would be tricky too, with Ukraninans worldwide having to seek out their embassy and register.
It seems the two Admiral Frigates in Novorossiysk took some damage to their missile launchers and other critical systems

Even Bulgaria has had challenges with this issue, though in recent years, they have tended to distance themselves somewhat.
When I was there, I encountered Russians on Holiday, who thought they were supposed to be treated as elite. It wasn't working out all that well.
