This is another "know your enemy" moment for Europe. I can speculate that it was not just an occasional strike but an assassination attempt. Volodymyr Horbulin, despite being half-retired (he is 87 y.o.), is still a prominent figure in Ukrainian politics and the defence sector. And due to his Russian surname and long Soviet career, he was considered "a traitor" in modern Russian "patriotic" circles.
