Best Mig-23 variant?

Which should be considered best Mig-23 variants?
Mig-23P the last to be retired and with improved radar and abilities to be controlled from the ground or Mig-23MLD with improved cockpit,new wing sweep position,wing teeth to improve maneuverability and new radar?

MLD - P variant was downgraded version of MLD build for the PVO as a interim solution before Su27P has been introduced in sufficient quantity, which never happen anyway. Ultimate variant should be 23-98 but just 2 has been build and never found customer.
