Go to Forums. Scroll down to "Modeling". Click on the first option. In the upper right hand corner is the "Post Thread" box.
Enter your thread title. Then below that enter the text of your announcement.

No, it is not deleted. You are the new member and may not know that the 5 first posts have to be approved by Mod team. It is because of the spam security system. Just accepted the thread and it should be seen on the list.
