Douglas Part Identity

Had this part a few years and never managed to identify it.
It came as a metal detecting find from an 8th AF base in Southern England.
The Inspectors stamp looks Douglas.
Don't think it is off a Boeing 747-400 though ...

Not sure what it is. Kind of looks like some sort of home made device, those welds are horrible looking.
