There was UTI-4 type 15B with M-25V and PBP-1A, armed with two BS. It was produced at the end of 1941 in Baku.
 
It is very difficult to say if the landing gear is fixed or there is just the lack of the wheel bay doors. The landing legs were retracted and lowered down manually. The only way to state its status is to notice the retraction cables, But these were very thin and can't be noticed in many pics even of the I-16 fighter machines. IMHO most of them had the landing gear kept retractable although lacking of the bay covering doors.

You are right. But it is not the case in my opinion.
I'm not going to argue about this particular case, but would appreciate any references about converting a Type 5 to a UTI. Unfortunately, I didn't see any, or I've forgotten about them.
 
UTI-4s produced before 1939 had retractable chassis, later - non-retractable.
