Remember STUFT - Ships Taken Up From Trade (depending on the state of the British Merchant Fleet today).

From the Queen Elizabeth & Canberra, North Sea ferries, container ships like Atlantic Conveyer and Causeway to fishing trawlers, for use as mineswepers, and tugs. And 14 tankers.

Agreed. With their lack of aircraft, low escort numbers and just a single FSS (RFA Fort Victoria), I have to wonder if the British were wise to build the two QE class carriers before getting their foundations on a stronger footing.
