I had an identical Stewart-Warner vacuum gauge on my '68 Chevelle (Hilborn Fuel Injected 502c.i.d. V-8), it's defiantly automotive.
However, that gauge would not care what it's measuring (or what type of engine it's attached to), so it is most likely that it was used as a diagnostic tool.
