I encountered a story about the Italian instructors' training of Chinese AF pilots during 1930s. The Italians used a peculiar system. They did not eliminate any Chinese pilot-cadet, no matter how poor his performance in the air was. The graduation rate of the classes were more than 95%. When the Italians left China and the Americans took over the training program, the graduated classes went through the training (although shorter) again. The elimination rate was 50%.
I wonder whether the Italian AF also had high graduation rate themselves before WW2?
