When I was in the Outer Hebrides Islands for missile firing practice in 1963, we encountered Soviet "fishing trawlers". They were covered with radio antennas.Chinese fishing boats near the Ogasawara Islands nine years ago.
They seemed to have given up poaching due to fuel shortage.

You are right! I remembered Johnson as a dopey congresswoman. I don't think he was joking, he was just displaying monumental stupidity in public. How the Admiral kept a straight face is beyond me.
