Most people don't realize just how harsh conditions at sea are. Couple that with modern paint, which no longer has heavy metals in it, which made paint far more durable (but hazardous).

The Chinese media was mocking the USN, pointing out that their carriers were always in "top shape" (while showing images of their shiney carriers versus the Lincoln) but failed to entire that their carriers are mostly used for patriotic displays or at best, deployed for no longer than 40 days at a time.

To be honest, the Lincoln looks pretty good for being at sea for two thirds of a year and over 10,000 launch/recovery events.
