I don't consider that insanely low for a chopper. About 75 kts. at 10 feet or so, along a road.

It would have been insane if he'd flew under that overpass.

It would have ended very badly if he flew under the overpass. I suspect he was trying to evade radar by blending in with traffic, so best not to go faster than the traffic is going.
