The idea seems to have been having a retractable lower-wing to provide the STOL characteristics of a biplane with the better handling of a monoplane.

Interesting idea.

The plans of the IS-4 Look like the design for the fighter you use in the Game Crimson Skies... Just turn the cockpit around 180 and you'll get something looking very similar...
