IMHO that's the 82nd Observation Squadron ... they used the O-47 in 1938-1940 and again in 1941-1942. I would say the pic was taken during the first period. And it is the squadron emblem of the initial shape.

That's not a Swastika.

It's backwards from the German marking and was an American Indian and South American indian symbol WAY before WWII.
