Is there a direct lineage from B-29, through Tu-4 to Il-18 (Clam) to Il-18 (Coot) and Il-38 (May)? Or at least some shared heritage?

Yes. Through to the Tu-95, but not the Il-18 or 38. A series of articles years back showed the development by Tupolev from the B-29 through the Bear. The Illushin most likely progressed from Il-12, Il-14 to four engines. Some where in the stack, is a book on the Il-38.
