It's an L-20 DH Beaver, very common there in the day.
Airport is likely Than San Nuht or Bien Hoa, both operating civil as well as all types of military craft, plus those you didn't ask about.
I flew out of both in '63 and '67 and Than San Nuht got even busier with an extra long runway added.
