Most of PZL 23s in Romania were Polish planes that came there after the 17th September 1939. Romanians menaged to start these and maintenanced them themself. These "Polish" Karaś bombers stayed in the Polish AF colours untill the summer 1940 and evan later. Initially the PAF 'checkerboard' were overpainted with the Romanian roundels. Later these were repainted with another colour set used by the Romanian AF. The undersides were the firstl ereas that got the new colour of the FS25526. On the 1st May 1940 Romanian roundels were replaced with the crosses of St. Michael and the roundels were overpainted with possible the FS34079 Olive Green. Beginning the summer 1941 tops started being repainted with FS34079 Olive Green.
Because most of the Romanian PZL 23s might be "A" ( might be upgraded to the B one) planes used by PAF for training at the Dęblin school it seems that the early Khaki should be correct. However if these were of the B variant I would say it should be the mid Khaki though. Anyway, the IBG instruction says that the Polish Khaki should be used for the White 7,13 and 15. The Olive Green should be for White 17 and again for the White 13 as the plane was repainted in 1941. However the coat of the undersides shouldn't be the Hataka 036 for all of the planes. See the chip below. The FS25526 was lighter then the Polish Blue-Grey paint and closer to the German RLM65.
Regarding the interior colour.. as long as the planes weren't repainted these remianed of the Polish Khaki. But what was the colour there when the planes were overpainted I haven't found so far. IMHO Romanians could have followed the Polish way of painting and repainted the interior with the Olive Green coat.
