The RU Receivers and GP transmitters referenced in the document are based on radio designs from the early to mid 1930s. WW2 saw a great deal of advancement in radio communications technology, and sets like these represent the starting point of that surge of development. The RU-18/19 is a tuned radio-frequency (TRF) receiver, in contrast to most later receivers that used heterodyne architectures. Thus, it has lower selectivity than most newer radios.
The solution was they replaced these types with much better ARC-5 equipment.
 
Yes, I know. I have an RU-18 sitting right here as well as an ARR-1. But the report mentions that the pilots were irritated at having to retune to use the ARR-1 - that would have required flipping over to a different band. Presumably the Hornet F4F's had that equipment so I wonder why they could not find their carrier.
