OK let me start by saying I know very little about this subject. That is why I am bringing it up. It would seem to me that any country's military weather at war or not is getting paid. They are constantly practicing or on maneuvers to hone their skills so they are using fuel, ammunition etc. So other than some transportation costs or perhaps using some very expensive missiles that would not be used in practice where does the extra cost come from, I mean weather your military is here or there aren't they doing the same thing just for real instead of practice?
