Unknown early control Wheel

A friend purchased this control wheel a few years ago from a US dealer. It was sold as being from a British observation airship gondola/control car. It does not match .
Cleaning it and the main chain was made by Duckworth of Springfield in USA so most likely American and pre WW2.
The wooden wheel has strengthened/cracked over time. There are two part numbers on the reddish brown parts of C-483-1 and -2.

The wheel is ca. 12 inches diameter to the outside.
Total height is ca. 17 inches.

Does anyone recognize it or the part numbers ?

Not sure if it is a main pilots wheel or a side control wheel from a blimp or something else... Suggestions welcome.
