Perhaps an antenna for the EB-66.

• 1957: USAF 19th TRS (10th TRW).
• 1965: USAF 19th TRS (26th TRW).
• 1965: USAF 25th TRW.
• Converted to EB-66E.
• USAF 39th TEWTS (363rd TRW).
• 1971: USAF 42nd TEWS (388th TFW).
• USAF 19th TEWS (18th TFW).
• 11/1972: Put into storage at the AMARC bone yard.
• 11/1976: Salvaged

The tail photo could be an antenna area, but if so, it's for a system common to B's, RB's and EB-66's, as I ran across photos of all three versions with it.
