Kondor made the D II and D IV, the same aircraft except the D IV had the split upper wing.
The D IV was 5 KPH slower than the D II, no doubt because of that split upper wing intended to improve forward vision.

They evidently didn't understand wingtip vortices , and their influence on performance.
