WWII biplane flips during landing

Saw that happen to a PT-17 at a CAF airshow in Minneapolis back in the 90's . Was pretty windy at the time, wind seems to have flipper her right over as it starting it's takeoff roll.
 
It almost looks like his wheels were both locked up. If you notice both of the wheels smoke upon contact with the runway. The only thing I can think of is he engaged the parking break somehow prior to landing.
