IMHO it is about the emblem of the 10th Fighter Regiment from Łask airbase. In 1986 the emblem became the Regiment sign. It was painted prior to the red number of a MiG-21 at the nose. In 1993 the new Regiment emblem was introduced and the "Daragon" became the badge of the 1st Squadron of the 10th FR. Because the new regiment emblem was painted at the front of the fuselage, the "Dragon" badge was applied on the fin. Usually there was "1 ELM" incription below the dragon drawing.
