It feels like they're set up not to learn. the high casualty rates means people may not be building experience in the first place, they're seems to be no incentive for officers to do things differently, they don't care what casualties they take, there seems to be very little trust between units, or even within units, it's every man for himself. Nothing about that encourages learning or passing on lessons learned the hard way.It amazes me that 1,100+ days into the war, Russian forces are still failing to heed lessons learned in the first few months of the conflict.
