My guess: they expect the Ukrainian GUR or SBU to do something against the base in Baltiysk or Russian ships in the Baltic Sea. And they want to stop it through the West.
Marine traffic is very dense near Baltiysk and the Kaliningrad region. The territorial sea is just 12 nautical miles - not a problem for many small drones.
