Modern weapons, especially those such as combat aircraft rely on a flow of spares and in these cases, many of those spares would potentially still e coming from countries supposedly sanctioning them.That those airframes predate the sanctions, undercutting the article's implication that the sanctions are not working.

I disagree. Hisdecision to cancel the E-7 AWACS and substitute it with the E-2(!) is to me nearly criminal incompetence. Halting the F-35 program early when the F-47 is at least years if not a couple of decades in the future is stupid. Even a layperson such as myself can see the gravity and impact of these unforced errors.
