Rockets and cannon-fire can be effective against ground forces if the pilot knows his machine.
In a situation like we saw in the video, the attacks weren't so much for accuracy as they were for keeping the Russians' heads down, thus providing relief for nearby Ukrainian positions.

Those T55 tanks seem to be making their way to areas close to the front line. There are a couple of satellite photos before and after of a storage depo in Russia. The amount of kit taken out of storage is massive
