This is a ploy. He knows Ukraine won't accept the freezing of the war, but wants to position Russia as "wiling to negotiate" on its own terms, while disparaging the Ukrainian desire to retain territorial integrity.

He's already shown himself unwilling to abide by international agreements. Why should anyone trust him?

The only logical conclusion is that this is a facade.

It may, however, reveal a little nervousness in the poor performance of his troops.

Putin's trustworthiness is reminiscent of another person from last century who had a gas mask moustache and a dodgy haircut.

This really is looking like the last gasp (hopefully) of the old Soviet cadre.
