As a trivial fact incidental to the above, the instructor who taught our USAF Russian language class told us his parents were Ukrainian and the two languages were very close. He taught proper Russian and his English had no accent whatsoever.

For what it's worth, Bulgarian is the mother tongue of the Cyrillic language.

Bulgarians speak it with a much softer accent than Russians.
