This is bad news - the American government will yoyo back to pro Russia as soon as this happens. Note where this summit will take place - in the only PRO Russia NATO country.

I suspect the truth is that Putin called so that he can con Trump again, just like he has for years.

My suspicion is based on the reports from multiple sources say that in most cases Trump parrots the last person he spoke to on any subject. That may not be 100% true but the visible evidence suggests it is far from wrong.

I also suspect that the Flamingo with twice the Tomahawks payload and essentially the same range at a small percentage the cost is a bigger threat to Russia,

Tomahawks are obsolescent. And yes, Putin will play Trump for all he can. But giving Tomahawks to Ukraine is better than scrapping them here. Just make sure to include launchers.

The main issue is just how many Tomahawks the U.S has in active inventory.

Several years ago, Pres. Clinton hurled Tomahawks like they were party favors which drew stocks down to a dangerous low and it took several years to build up a sizable reserve.

Tomahawk production averages about 50 (+) per year with a price tag of about 1.3 million each.

Aside from U.S. stocks, Raytheon also provides Tomahawks to U.S. Allies, so the annual production numbers are not just for American military stocks.

As much as I'd love to see Ukraine het them, I think they need to focus on their Neptun and Flamingo ordnance development.

Keep in mind that the USN has been holding a considerable amount of weapon systems in reserve for potential Pacific Ocean issues, such as the navalized ATACAMS (naticams) missiles as well as the AGM-109 variants.

So any Tomahawk missiles would have to come from USAF or Army stocks - the Navy will not part with any.

To me, unless the Navy has SLE (shelf/service life expired) Tomahawks that have not yet been de-commissioned then giving them away would be a mistake.

On the other hand, if they to have SLE ones they should go to Ukraine, free of charge, to save the US taxpayer the cost of salvaging them. Being an old piece of equipment I would expect there to be some SLE or coming up on SLE.
