Every site I've seen with that story quotes the Atlantic. Would love to see independent confirmation. As to "refusal to allow," it's early days yet. Stories from actual named DOD(W?) officials suggest they're still looking at it:
Given that Japan (with a robust aerospace and actual space program) took three years to begin Patriot production after licensing, it doesn't look like a simple process. I'm surprised nobody is talking about just increasing output from the German production line.
And yes, 600 is grossly inadequate, and yet the size of that deal exceeds the entire defense budget of every country in Europe except for Germany and France (and basically ties France's), so the likelihood of it getting much better soon is not great.
Israel is a tiny county, the population is concentrated in an even smaller area, they had detachments of THAAD and destroyers with SM-3/6 offshore assisting their multi-layer defense, and they still had BMs leaking from relatively modest Iranian salvos. Reports suggest they fired about a year's worth of SM-6 production, and two years' of THAAD.
Ukraine is ~30 times the size defending against missile salvos from an adjacent country with ~15x Iran's defense budget. I'm not sure how the vulnerability math works, but it's fairly obviously not feasible with today's, or even projected, missile interceptor inventories.
That would actually be a big backwards step. Ukraine is using a combination of manned aircraft (fighters and others - videos etc of this already posted), SAMs other than Patriot (e.g. NASAMS, IRIS-T SLM, Raven etc), Interceptor drones, SPAAGs, Fixed emplacement guns (the latter two are largely filling the same role as Phalanx would), naming etc. Patriots are pretty much used only for ballistic missiles already. The problem isn't that Patriots are being used to take out something like Shahed/Geran drones. It's that they Russians are using more ballistic missiles and the Patriot stocks have been consumed.
They're not capable of dealing with a ballistic missile with a typical terminal velocity between Mach 6 and Mach 12.

It isn't quite accurate to use land mass as the basis for comparison here since Ukraine isn't trying to defend every square cm of the land mass. It is more on key cities and other important areas.
