Concurrency - good or bad

    The F-35 program was set up with concurrency - machines are being built on production tooling as prototypes continue to be tested.

    Has this been a good or bad thing for the F-35?

    Has it enabled faster testing, or has it hindered development? Has it cost money or saved money for the program?
