Some kind of test apparatus. I think the structure below and behind the tail was a spin chute for testing.

I thought it was a wheelie-bar given the difficulty many pilots had taxiing such a high performance platform.

So, I haven't taken time yet to match the description of all the external strengthening with the pictures, but perhaps they are there. More than likely this is the test set up that confirmed and detailed the problem, and the fix is in the book...so to speak.
