The photo's press release caption is a bit odd.
It's dated 1941, but that KI-1 was introduced into service in 1933 with the IJA.

Not sure how it could be the "latest" considering the Army had the KI-21 and KI-49 in service at that point in time.

That's what I suspected.

The problem is, lives were lost because of that.

The truth was, that the Japanese were a formidable foe and should have been expressed as such from the start.
 
and probably not much, or even no more, prone to war crimes than we were. My father survived the battle of Guadalcanal because of Japanese "chivalry" and at another time witnessed a cook murder a seated captured Japanese airman that he and other aircrew were talking to and having a meal with. The cook was not prosecuted.
