Yes, but having to land in the water, turn using the water rudders and then take off on the new bearing to fly the next leg of the trip is not the best way to do things

I think you have that mixed up, the size of the vertical fin to me would indicate an aircraft that can change directions easily ( whether you like it or not ) and would have a hard time keeping a set course without yawing back and forth.

The size of the fin in that photo certainly looks greatly inadequate for directional stability and the aircraft would be all over place but my question is what is not visible in that photo.
Many float planes have large ventral fins to provide the required direction stability. That aircraft may well have one hidden by the float.
