Frankly speaking, I do not necessarily support Ukraine but it is hard to say this in the Japanese society now because of a "stream" which is created by the government and media. Shimizu has become a good target for them as an ignorant countryman.

If you are willing to steal from refugees and your own countrymen you are not ignorante.
Even worse when in such a position.
I do not know anything about Japan, but i do know a these kind of vermin.
It is for sure not only a Japane thing but when money is involved in disaster the real rats come and surface. Every time.

If I may add, the Japanese goverment and media has to regard neighbors as enemies by supporting Ukraine because this has been a rare good chance for the Japanese nationalists to expand military power since the ww2 ended. Abe suggested even the lease of nuclear weapons from the US when he was alive.

Japan plans to acquire up to 400 Tomahawk missiles from US

There are two types of Japanese swords - Old Swords (古刀 = Kotoh) and New Swords (新刀 = Shintoh).
The former was made before the 16th century for the battle of civil wars and the latter was done as the peacetime decoration after the period. According to IJA's testimonies during the Sino-Japanese War, New Swords were beautiful but too hard and sometimes broken. Old Swords were often bent but could be straightened easily in the battlefield to continue fighting. JSDF looks a Shintoh to me.

Fictitious billing/inflated billing.

2.5 billion yen ($19M) fraud from Rakuten Mobile Corp. 3 former managers arrested... 5 billion yen ($38M) in total?

On the 3rd, the Metropolitan Police Department accused Yuki Sato (46), former logistics management manager of Rakuten Mobile Corp (Setagaya Ward, Tokyo), for defrauding about 2.5 billion yen by inflating the outsourcing expenses associated with the maintenance of mobile phone base stations. With two other men, three were arrested on suspicion of fraud. According to the Metropolitan Police Department, the amount of inflated claims to the company has reached 5 billion yen in total over the three years since 2019......

The announcement says the three colluded in June 2021 when the Rakuten Mobile outsourced the storage and transportation of materials associated with the development of mobile phone base stations to Japan Logi, the warehouse rent. It is suspected that they overstated transportation vehicle charter costs by about 920 million yen ($7.07M) and tricked Rakuten Mobile into paying about 2.5 billion yen ($19M) including the overstated amounts.
