Yes, you are correct! Maybe the prop governor?As memo serves the soviet Airacobras had either the Curtiss Electrics or the Aeroproducts propellers. So the Hamilton Standard ID card might be from another device or the plane wouldn't be the P-39.
Could this be on the A-20 Boston?The plate looks like being from a suction relief valve B-12 used for many aircraft with the Pratt & Whitney engines. The part indicates a radial engine rather than the inline unit used for a P-39.
