I'd say that Doolittle is talking to the Queen Mother with Elizabeth II being to her right....
The Queen was different at that time - she became the "queen mother" later.

Why did the Queen Bee have floats? Is there a record of anyone successfully landing one, damaged or undamaged, by radio control?

Actually, Doolittle was in England as head of the Eighth AF; the photo was from 6 July 1944.
