Interesting picture, while I have seen many pictures of Ki-27's with the lower wheel fairings removed, these 2 also have the middle fairing removed. I understand the reasoning of removing the lower fairings to prevent mud buildup from interfering with the wheel rotation.
I wonder what caused the removal of the fairings higher on the struts?

I agree. That is quite the rare thing.

Represents "SNAFU Snatchers", an OA-10A from the 2nd ERS.
The original a/c with s/n 44-33879 was a Vickers built PBV-1A for the US. Navy, but not a Canso! Interestingly, based on the serials the 2 planes could be from the same batch.
