This was probably the end of a simulated Harpoon attack run. When we did those exercises, the intercepting Navy fighters would escort us over the target ship for a "low pass" (500' if I recall correctly). If we made it to the Harpoon launch point without being intercepted, we were allowed to do an ILS approach to the carrier (still no lower than 500' - if I recall correctly - that was 40 years ago!). I got one ILS to the Nimitz (if memory serves - could have been another carrier).
