Is that an APU popped out on the dorsal spine? I wonder how that effected the slow flight, as the aux dorsal fin behind the cockpit was added because of the torque. He appears to in slow flight as indicated by leading edge slats.

It is a retractable and extendable ram air turbine (RAT) - the XF-84H was the first aircraft in history to feature this.
