A good, inexpensive, small "primer" would be "WW1 at Sea" by Victoria Carolan. - Especially if you got a cheap second-hand edition or e-book. It is available on both Kobo and Amazon.
Excellent book. I'd also recommend A Naval History of World War One by Paul G. Halpern (UCL press, 1994) and The Great War At Sea 1914 - 1918 by Richard Hough (Oxford University Press, 1983)

There are plenty of others focussing on individual aspects of the war at sea. From the Deadnought to Scapa Flow multi volume set by Arythur Marder is good for a detailed read of the politics and stuff behind battleship building during the war.
